Circular Materials is a national not-for-profit producer responsibility organization (PRO) that supports producers with meeting their extended producer responsibility (EPR) obligations for packaging and paper products in five Canadian jurisdictions: Ontario, New Brunswick, Nova Scotia, Alberta, and the Yukon.

Circular Materials develops, implements, and supports effective and efficient recycling systems by working collaboratively with municipalities, Indigenous communities, governments, producers, service providers, and other industry partners to meet provincial and territorial EPR regulatory requirements. The organization oversees all aspects of the recycling value chain, including producer registration, supply chain management, regulatory reporting and analytics, cost and fee setting, financial and administrative services, promotion and education, and system performance monitoring.

As EPR programs shift the financial responsibility for recycling from taxpayers and local governments to producers, Circular Materials supports incentives that drive more sustainable packaging design, increased recyclability of materials, and greater use of recycled content. Investing in innovation drives ongoing improvements in recycling infrastructure, material recovery, and environmental outcomes across Canada.

As a national producer responsibility organization, Circular Materials works to build harmonized, high-performing recycling systems that deliver measurable environmental results while adapting to the unique regulatory requirements of each jurisdiction. Through collaboration, accountability, and data-driven decision-making, Circular Materials ensures more materials remain in circulation within the circular economy and can be returned to producers for use as recycled content in new products and packaging.
